Non-Creamy Layer Certificate! Eligibility, Documents and Application Procedure

The non creamy layer certificate was introduced by former Prime Minister Mr VP Singh in the year 1993. It is also known as the other backward class certificate. After the introduction of the non creamy layer certificate, some part of the jobs  in the Central Government and public sectors were allocated for the individuals having the non creamy layer certificate.

Also, the students who have the non creamy layer certificate are also allocated in some of the top education Institutions like the IIT and IIM. The non creamy layer certificate is issued by the tahsildar of the respective state government and hence, the process to acquire a non creamy layer certificate is different in every state.

 

The eligibility criteria

In the state of Tamilnadu, it is mandatory to possess an OBC certificate in order to apply for Central Government jobs even if you already have a non creamy layer certificate. The validity of a non creamy layer certificate lasts for one year from its receiving date. On the basis of the income of the parents, the division is done into two categories: creamy and non creamy layer.

Creamy layer consists of the people whose income is above 8 lakhs whereas in non creamy layer, the people whose income is below 8 lakhs are included.

 

The eligibility Criteria in order to obtain a non creamy layer certificate is listed below:

  1. Only people of the non creamy layer can apply for this certificate.
  2. An individual can apply for the certificate if both or any one of the parents is working under group C or Group D of the central government or group II, III or IV of the State Government of Tamilnadu.
  3. An individual is eligible to apply for the certificate if he or she is working under group B of the central government or group I of the state government of Tamilnadu.
  4. A female can apply for an OBC certificate if her parents do not receive any income and her husband is employed under the central government.

 

The individuals who do not qualify to apply for the non creamy layer certificate are listed below:

  1. Certain castes which do not fall under the OBC category of the central government do not qualify to apply for the non creamy layer certificate.
  2. Individuals whose parents are employed under group A services of the central government like the IPS, IAS and IFS are not eligible.
  3. The individuals whose parents are working under group B and Group C in the central government or under group I of the state government do not qualify for the non creamy layer certificate.
  4. The individuals whose parent's income is more than 8 lakhs cannot apply for the certificate.
  5. If the parents of the individual work in the private sector and their income is more than 8 lakhs per year, then they are not qualified to apply for the certificate.

 

Applicable income

  1. Whether the OBC certificate is applicable or not depends on the income of the parents.
  2. Along with the annual income, any other sources of income for the parents should also be considered while consolidating the sum of Rs. 8 lakhs.
  3. For consolidating the total amount, the income of parents who work in the private sector will also be considered.
  4. Income which is received by farming or agriculture will not be considered.

 

Application process

The applicant needs to buy a stamp paper of Rs 20 and an affidavit from the notary public advocate. He should attach all the required documents along with the stamp paper and the affidavit. All the documents must be signed by the parent or The Guardian of the applicant and should be submitted to the VAO. After submission, these documents will have to be signed by the VAO, the RI and tahsildar.

 

Required documents

The documents that need to be attached with the application form are listed below:

  1.  A Community certificate
  2. A school leaving certificate
  3. A ration card
  4. An income certificate
