A farmer income support scheme known as the Pradhan Mantri Kisan Samman Nidhi Yojana was announced by the finance minister of India. This scheme was presented in the budget of 2019 on February 1st, 2019 in the national assembly. Under the scheme all the small and marginal farmers with land will get financial assistance of Rs 6000 every year. Objectives

The main objective of the Pradhan Mantri Kisan Samman Nidhi Yojna was to provide financial support to farmers and assess them in buying various inputs that are needed during the showing seasons. This scheme was targeted for all the small and marginal farmers across the country.

The various important highlights of the Pradhan Mantri Kisan Samman Nidhi Yojana are listed below:

  1. This scheme allows farmers to live a respectable life.
  2. The screen provides guaranteed income assistance to small and marginal farmers.
  3. The families of weak  farmers who have up to 2 hectares of cultivable land will be given Rs 6000 as direct income assistance.
  4. The farmers will be given the amount in 3 equal instalments of Rs 2000 by the central government or they may receive Rs 500 per month.
  5. This scheme will benefit around 12 crore small and marginal farmers around the country.
  6. The farmers will get the first instalment by 31st March 2019.
  7. An annual amount of Rs. 75000 crore will be funded for the scheme.
  8. The money will be sent to the bank account of the farmers directly by the officials, in order to avoid corruption.
  9. This scheme will assist the farmers with emerging needs generally before the crop season.

 

Implementation strategy

The state or union territory government will be responsible for identifying the family of the landholder farmer who is eligible to avail the benefits of the Pradhan Mantri Kisan Samman Nidhi Yojana. The states will then prepare a database of the eligible farmer families by acquiring the basic details like the name, age, gender, category and Aadhar number etc. In addition to these, various identification documents like driving licence, voter ID, Nrega job card, bank account number and IFSC code are all required. The governments of the states and union territories will also ensure that there is no duplicate payment transfer to the eligible farmers.

 

Benefits

Under the Pradhan mantri Kisan Samman Nidhi Yojana, small and marginal land holder farmer families are provided financial benefit across the country:

  1. The Shama families which have up to hectares of cultivable land will be given 6000 rupees per annum as financial assistance in 3 equal instalments every 4 months.
  2. The first instalment for the financial year 2018-19 should be for the four months period of 01-12-2018 to 31-03-2019.

 

Eligibility

Following eligibility criteria must be satisfied by the citizens in order to apply for the Pradhan Mantri Kisan Samman Nidhi Yojana:

  1. Since, the central government sponsors this scheme, therefore the farmers need to be the citizens of the country.
  2. Only the farmers who belong to the category of small and marginal agricultural labourers can apply.
  3. The amount of cultivable land possessed by the applicant farmer should not be more than 2 acres.

 

The categories of beneficiaries who cannot receive the benefits of the Pradhan Mantri Kisan Samman Nidhi Yojana are listed below:

  1. All institutional landholders
  2. Those farmer families in which one or more members belong to the listed categories:
  3. Constitutional posts
  4. The former or current ministers or state ministers or members of Lok Sabha or Rajya Sabha or state legislative council or state legislative assembly or mayors of municipal corporations or chairperson of district panchayat.
  5. All serving and retired Officers and employees of state government or any other local authority.
  6. All the superannuated or retired pensioners whose monthly pension exceeds rs 10000.
  7. Individual who paid income tax in the last assessment year.
  8. Professionals such as doctors, lawyers, engineers, CAs and Architects who are registered with professional bodies and have undertaken practices.

 

Required documents

The most important and mandatory documents that need to be possessed by a citizen of India in order to apply for the Pradhan Mantri Kisan Samman Nidhi Yojana are as follows:

  1. Citizenship certificate
  2. Land holding papers
  3. Aadhar card

The applicant will have to furnish the photocopies of Aadhar card on receiving the fund in instalments. In case the beneficiary fails to do so, then he will not be able to  accept any funds.

 

Application process

Necessary steps have been taken by the central government in order to implement the Pradhan Mantri Kisan Samman Nidhi Yojana. Any information related to the process of applying to the scheme has not been disclosed. Once all the processes have been confirmed, a citizen will be able to apply to the scheme easily through the government portal.

 

The mechanism of reviewing, monitoring and grievance redressal

There is a graded review and monitoring mechanism at the national, state and district level. The state and the district level review and monitoring committee are notified by the states. The state and district level grievance redressal monitoring committees are also informed to look into all the grievances related to the implementation of the Pradhan Mantri Kisan Samman Nidhi Yojana and dispose of them on merit within two weeks.
